RULES FOR CERTIFICATION OF EXPERTS
conducting expert examinations and engineering services
in the field of architectural, urban planning and construction activities
1. General Provisions
- These Certification Rules for Experts conducting expert evaluations and engineering services in the fields of architecture, urban planning, and construction (hereinafter - the Rules) were developed in accordance with the Law of the Republic of Kazakhstan dated July 16, 2001 'On Architectural, Urban Planning and Construction Activities in the Republic of Kazakhstan' and establish the certification procedure for experts performing expert evaluations and engineering services.
- The following terms shall be used in these Rules:
- Engineering services in the field of architectural, urban planning, and construction activities – a set of services (including technical and author's supervision) ensuring the preparation and implementation of construction to achieve optimal design indicators.
- Expert works – activities involving project appraisal and technical inspection of buildings and structures for reliability and stability.
- Expert - an individual engaged in specific types of expert assessments and engineering services within the fields of architectural, urban planning and construction activities.
- Expert Certificate – a qualification certificate (attestation) of established format confirming the expert's status and authorization to perform expert assessments and engineering services in architectural, urban planning and construction activities.
- Applicant – an individual seeking expert status, or an expert undergoing re-certification.
- Certification Commission – a collegial body established by order of the authorized agency for architecture, urban planning, and construction (hereinafter – the authorized agency). The Commission reviews documents for compliance with requirements, approves the list of experts eligible for testing and the testing schedule, and makes decisions on experts' certification. The Commission must consist of at least five members. The Commission Secretary is not a voting member and does not have decision-making rights.
- Certification is conducted to assess the level of professional qualification and competence of experts, their knowledge of state regulations in architecture, urban planning and construction, and to improve quality standards in the construction industry.
- Regular certification shall be conducted every five years for experts performing the following types of expert assessments and engineering services:
- review of urban planning documentation, pre-project studies, and design-estimate documentation;
- technical supervision;
- architectural supervision;
- technical inspection of structural reliability and stability of buildings and constructions.
- Experts reviewing urban planning documentation, pre-project studies, and design-estimate documentation are classified according to the following specializations:
- urban planning;
- pre-project documentation;
- architecture;
- structural engineering;
- engineering networks and systems (by type of utility networks and systems);
- technological component (depending on the facility's purpose);
- special project sections.
- Technical Supervision Experts are classified into the following specializations::
- For Category I Responsibility Structures – regarding load-bearing and enclosing structures
- For Category I Responsibility Structures* – regarding engineering networks;
- For Category I Responsibility Structures – regarding technological equipment;;
- For Category II and III Responsibility Structures – regarding load-bearing and enclosing structures;
